REDD+ is a complicated issue: both technically and politically. Although many countries are interested in reaching agreement on REDD+, they also have different priorities and views on key issues. Financing, scope and the question of safeguards have been some of the most hotly debated issues. Another reason why the negotiations on REDD+ are complicated is that they have links with several other issues under negotiation, for example financing negotiations about market-based mechanisms and Nationally Appropriate Mitigation Actions (NAMAs). The purpose of this updated guide (released October 2012) is to assist developing country negotiators and others working on REDD+. The guide is divided into three parts: part I considers REDD+ and related issues in the negotiations; part II contains general negotiating tips for new negotiators; and part III contains United Nations Framework Convention on Climate Change (UNFCCC) documents that are often referred to in the negotiations.
