This eport produced by SEI and commissioned by King County, Wash. (USA) makes useful contributions to local-level efforts to reduce carbon emissions. The report quantifies carbon emissions from the county by two complementary measures: a traditional production-based GHG emissions inventory, and a consumption-based one, and finds that while by production, emissions were only 12 tons per person in 2008, by consumption, they were 29 tons. Recognising that local policies can make a much greater impact on some emission sources than on others, the report also provides a framework for King County to prioritise and closely track a 'core' set of sources that can be most strongly influenced by local policies, while also identifying other emission sources that can be less directly affected by efforts such as educating consumers about eating less meat, or 'buy local' initiatives. The report focuses on King County, but is applicable to many other cities, counties and states.
