This paper provides policy recommendations based on analysis of international best practices and the main barriers to China establishing and implementing energy efficiency standards. These policy recommendations were created by the China National Institute of Standardization in 2005 through a model analysis of the energy-consumption and economic benefits of energy savings based on a market survey of the above products in China, as well as a drafted timetable of energy savings.
