The Experience with Energy Efficiency Policies and Programmes in International Energy Agency (IEA) Countries: Learning from the Critics

In this report, nine of the most commonly voiced complaints of energy efficiency policies have been compiled, categorized and evaluated so that policymakers can become familiar with the kinds of complaints being put forward and the responses to those complaints. Critics most often charge that energy efficiency programs are either not needed (because of the rebound effect), are not effective, or will not work. Suggestions are also made that could lead to improved design and analysis of future energy efficiency policies.
