The results of this national review of state approaches to the issues of net savings indicated substantial diversity in how U.S. states approach the issue. In the context of this diversity, this project sought to present a snapshot of the current situation in the industry and provide thoughts on key issues and concerns that are at play. The report provides the key takeaways from interviews with national energy efficiency evaluation experts, brief profiles of states that are noteworthy on the issue, and for how states should address various aspects related to the subject of net savings.
