This document is the 2011 annual report of the Energy Sector Management Assistance Program (ESMAP), which is governed by a consultative group comprised of representatives from twelve European countries and the World Bank. The report reviews the strategic directions, achievements, resources and requirements of ESMAP. Having significantly expanded its operations in line with the large increase in World Bank funding in the energy sector, ESMAP supported over 130 analytical and advisory activities in 2011. The report provides context to the changing energy environment and identifies the following five core principles, which ESMAP will be focusing on.

Research and analysis that strategically influences the energy sector.
Scaling up areas of rapidly rising demand, such as household energy and municipal energy efficiency.
Measure results and demonstrate impacts with accountability as a critical factor.
Maintain relevance to the World Bank’s regional operations.
Cross-cutting ESMAP teams and drawing on the expertise from staff working in different programmes.

ESMAP’s achievements in aiding the transition to clean energy and low carbon development are presented in the report, in addition to numerous case studies. Other examples are the production of the Climate impacts on energy systems report and the launch of HEAT, the Hands-on energy adaptation toolkit, for practitioners to conduct risk assessments of climate vulnerabilities. The document discusses recent efforts in fighting energy poverty, including the support of Lighting Africa, which has reached close to 1.5 million people with cleaner, high-quality off-grid lighting. The latter part of the report highlights ESMAP’s efforts in helping develop the next generation of energy efficiency (specifically public procurement, building codes and developing low carbon cities) and development of effective energy sector policies, practices and institutions. The report concludes with a financial review and annexes including a full breakdown of activities and publications.
