This report examines resource plans from 14 utilities in the Western United States and Canada to determine how energy efficiency (EE) was treated in those plans and how the information supports resource assessment and tracking of the state/utility goal to reduce energy demand. It suggests what kind of information about EE should be included in future resource plans in order to work toward the Western Governor's Association's goal of reducing projected electricity demand in its region by 20 per cent by 2020.
