This report provides policymakers with a comprehensive and practical analysis of energy efficiency in Russia: potential, benefits, barriers and recommendations on how to fully tap into this resource. Energy use sectors addressed include transport and fuel production. The primary goal of this report is to help develop an action plan to reduce Russia’s energy intensity by 50 per cent by 2020.
