The focus of this study is to address the livelihoods loss issue in conjunction with the rebuilding of small infrastructure. Based on a rapid assessment of flood affected areas, the study identifies employment programmes at the village level that created short term livelihood possibilities for the poorest affected. Given the nature of work as well as the area affected, cost estimates for each scheme have been drawn and then aggregated at the provincial and national levels. Provision of costs for both the federal and provincial governments is important given prevailing budget constraints faced by these governments.
