Diffusion of Renewable Energy Technologies: Case Studies of Enabling Frameworks in Developing Countries

This report brings together a number of case studies from around the world, all of which concern themselves with the basic question of how to create an "enabling framework" for the transfer and diffusion of renewable energy technologies (RETs) in developing countries. Main conclusions include: Most of the contributors urge that a combination of measures to build a coherent policy or enabling framework is important to ensure cost-efficient transfer and diffusion of a specific technology; external financing mechanisms are needed; simple and transparent financing is needed and it is important to identify and address non-financial barriers and to have careful design, tailored for each country.
