This report describes the emerging trend of eco-efficient industrial parks and low-carbon certification in China. It provides the industry context, and it introduces the three leading Chinese certification programs, their respective governance structures, and associated procedures. The authors then analyze the commonalities among these schemes and their potential impacts for low-carbon transition. The report further describes the push in China to move from a growth-oriented agenda to one of environmental performance that is more balanced.
