This report describes how countries might create databases that provide easy online access to national and subnational clean energy policy information. It provides an overview of many of the policy and technical components that teams developing such databases can consider. Section 2 provides an overview of policy and research topics, focusing on identifying target audiences, defining project scope, planning initial research and maintaining the database. Section 3 provides guidance and best practices on the technical needs for similar policy databases. Section 4 highlights some of the factors that affect budget and project timing.
