Defining a Standard Metric for Electricity Savings

This paper proposes a simple metric, called the Rosenfeld, that could better define parameters for calculating avoided power plants. The potential savings of energy efficiency programs are often characterized in terms of "avoided power plants," which gives non-experts a way of visualizing those savings. What has been lacking is a metric that defines the parameters for those calculations.
