Developed as part of the work of the National Action Plan for Energy Efficiency, this report explores how utilities can use energy pricing and effective, equitable rate design, to encourage their customers to use less energy. Higher prices can lead customers to conserve energy, but they alone are not likely to overcome barriers to long-term energy efficiency.
