These guidelines aim to support countries in determining how to respond the United Nations Framework Convention on Climate Change (UNFCCC) and other REDD+ safeguard commitments, by providing a framework to support the design of a country-led safeguards approach (CSA). It is argued that a CSA allows a country to respond to international and national safeguard commitments, by building upon the country’s existing governance system (its legal, institutional and compliance frameworks) that, combined, can be used to operationalize safeguards and provide information as to how they are being addressed and respected.
