This paper models the fuel switching that occurred in the United States in 2009 due, in part, to the drop in natural gas prices related to weak demand and increased supply. It also analyzes the impact this transition had on emissions reductions and looks at hypothetical policies targeted at augmenting the emissions reduction and considers the health and economic effects of shifting a large-scale fuel system to natural gas.
