This World Bank issues brief succinctly maps out potential climate financing opportunities for cities. It starts with describing the financing challenges and costs of adapting cities to resilient, low carbon development paths. The second section maps out current sources of urban climate finance, noting of case studies where cities have benefitted. These include, national and international funds for mitigation and adaptation; risk management instruments available to insure cities are protected against the costs of natural disasters and can mobilise finance quickly for emergency and reconstruction; market instruments including carbon finance and climate bonds; and public and private finance sources through direct and indirect investments. The third section argues urban climate finance through improved urban planning and an efficient combination of existing financial resourcing options can leverage new forms of financing from public and private sources. It argues that cities should start to have more influence on the international climate finance agenda by participating in measuring, reporting and verification of GhGs and conducting urban vulnerability and risk assessments. The author concludes by charting a range of ways for cities to become effective conduits for climate funding in future.
