The complexity in small-scale fisheries is compounded by: growing opulations, sluggish economies, fishers’ high dependence on the resource for food and livelihood, a paucity of non-fishery employment, increasing numbers of part-time and seasonal fishers, limited transferability of and rigidities in the movement of use-specific capital and labour, conflicting policies and data availability.
