This paper, the second publication in our Occasional Papers series on water issues, presents a comprehensive review of problems and opportunities faced by ground water management in Pakistan. It brings to fore, the nature and extent of groundwater development in the Indus Basin aquifer and examines the benefits it has generated for sustaining irrigated agriculture in Pakistan.
