This report aims to provide an initial overview of the current local clean energy policy landscape to develop a better understanding of the current policy environment and identify areas for further research. While substantial research on state level clean energy policies and local level climate change initiatives exists, to date there has been no comprehensive analysis of the effectiveness of local clean energy policy action.
