The objective of the Energy Efficiency Promotion in Industry Project is to strengthen the institutional capacity for both the management and technical aspects of rational energy use in key industrial sectors in China, thereby contributing to improvements in energy efficiency and the reduction of greenhouse gas emissions. There are four components to the project, the first component being policy support. This component will support studies to strengthen the implementation of the revised Energy Conservation (EC) Law, as well as related regulations and energy standards within the mandate of the Ministry of Industry and Information Technology (MIIT). The second component is the capacity building for responsible energy managers. This component will support the development of a series of training materials to meet the different needs of energy managerial personnel in major energy-consuming enterprises, develop standardized training programs, and recommend certification scheme for responsible energy managers in industries. The third component is the demonstration project scheme. This component will provide sub-grant to about four training centers for setting up and implementing enterprise energy management programs, and further advancing the implementation of such energy management programs by selected enterprises, including, inter alia, the development of comprehensive manuals, policies, procedures, and action plans for establishing an, umbrella framework for the enterprise energy management programs in the selected enterprises. Finally, the fourth component is the information dissemination.
