China has largely met its energy efficiency goals by financing and implementing energy efficiency measures in state-owned institutions. To meet its new goals, China will have to expand its financing and implementation to smaller, private firms. This report presents an analysis of industrial energy efficiency situation in China and an assessment of the mechanisms and availability of energy efficiency project financing to smaller institutions. In addition, some suggestions are offered for effective options to finance energy efficiency projects in an emerging and necessary market.
