This ‘checklist’ is designed to support countries in the development and presentation of medium- and long-term emission pathways.

The paper sets out a framework of four components. For the first three (analytical), it addresses a common set of issues including the questions that might be considered and options for how the answers to these questions might be presented; key tools and analytical techniques that can help address these questions; the data sources that might be used to populate these tools and models; and how practitioners may wish to account for the inevitable uncertainty in their analysis. The fourth component provides suggestions on different options for the presentation of the resulting technical analysis.

The checklist is intended to bridge the gap between policy makers and technical experts. It is also intended to help technical experts to draw on good practice in constructing scenarios, to help communicate analysis to policy makers, and to facilitate transparency.
