The purpose of this manual is to provide a risk management framework to guide the decision-making process related to the identification and implementation of appropriate climate variability and climate change adaptation options for the Caribbean. The risk management process provides a systematic, informative and science-based tool to help decision makers analyse the risks (and benefits) of climate variability and change, and select optimal courses of action.
