This paper presents the players in the carbon capture and storage (CCS) "debate" and their rationales. It briefly compares CCS with other climate protection options, concentrating on renewable energies, and it sets CCS in the context of international legal frameworks, analyzing its possible role in the climate regime. According to the authors, if CCS proves large-scale practicability, it could be introduced in developed countries and in fast growing developing countries, as well as in combination with the Clean Development Mechanism.
