This discussion paper attempts to answer the following questions: How do the themes of energy and human development interact, particularly at the level of national or state policy? What roles do government officials play in integration of energy and human development? What levels of capacities are required for energy and human development integration? What are the specific capacity needs at each level for formulation and implementation of projects that integrate energy and human development?
