This research paper reviews the academic literature as well as proposals by NGOs and governments on the design of the new international climate change regime. Through the primary forum for negotiating global efforts to address climate change, the UNFCCC, countries are delivering modest progress at a pace that many commentators consider too slow. The need for solutions that can catalyse efforts to address climate change is combined today with a need to answer in the near future fundamental questions about the architecture of the international climate change regime. At this juncture, this project highlights and analyses proposals focused on some of the questions associated with designing the regime to address climate change. The authors hope these proposals will provide ideas to climate change negotiators, other government officials, and civil society experts for crafting an effective and equitable global response to the threat of climate change.
