Brazil’s commitment to combat climate change had already begun when the country hosted the United Nations Conference on Environment and Development, also known as the Rio Earth Summit, in June 1992. Yet Brazil used to be one of the largest greenhouse gas emitters from deforestation and would probably continue to be so if not for the government’s recent adoption of a series of measures to protect forests. This study supports Brazil’s efforts to identify opportunities to reduce its emissions in ways that foster economic development. It aims to provide the Brazilian government with the technical inputs needed to assess the potential and conditions for low carbon development in key emitting sectors.
