This project appraisal document provides an example of project design for a government-led energy access project. The document outlines the objectives and planned activities of the Increased Access to Modern Energy Project, which aims to improve reliability, efficiency, and access to modern energy services in Benin. The three components are 1) upgrading the electrical network, 2) providing electrification and modern energy services in rural areas, including improved cooking with biomass and substitute fuels, and 3) providing sustainable energy services to consumers through institutional capacity building and financial autonomy. The project is scheduled to for completion in 2015.
