Aligning Utility Interests with Energy Efficiency Objectives: A Review of Recent Efforts at Decoupling and Performance Incentives

This report looks at the impacts of two regulatory approaches to incorporate energy efficiency programs into utility portfolios without negatively impacting utility revenues and earnings. The first is "decoupling" of utility revenues from energy efficiency programs, and the second is the provision of shareholder "performance incentives."
