Developing countries are not yet well adapted to current climate risks, even though the risks are becoming harsher and more intense. This evaluation draws lessons from the World Bank Group’s experiences with adaptation to both current levels of climate variability and ongoing climate change. It reviews the impact of efforts to deal with climate variability and looks at how, and how well, the World Bank Group has incorporated climate change risks into the design and appraisal of long-lived infrastructure. The review finds that the World Bank and its clients generally focused much more on here-and-now climate variability adaptation than on anticipatory adaptation. Moreover, current results frameworks on resilience are not outcome-oriented and risk emphasising spending over results, even though it is not possible to meaningfully measure spending on adaptation. The review also includes a number of recommendations regarding climate adaptation results.
