Why was the CTCN incubator programme created?

The Incubator Programme was created to support LDCs to strengthen institutional capacities and identify technology priorities to achieve adaptation and mitigation targets.

For the past couple of decades, developing countries have been undertaking efforts to advance national climate actions through different programmes and initiatives funded by national, bilateral, or multilateral agencies. Countries consolidated their efforts and presented their NDCs to the UNFCCC, outlining their mitigation and adaptation priorities.

However, NDCs rarely specify detailed strategies to achieve their targets.  

The Incubator Programme helps LDCs bring together key national stakeholders around the NDE to identify and prioritise specific technology actions for NDC implementation through the development of a technology roadmap. Capacity-building support to develop GCF concept notes could also be envisaged, depending on the actions recommended in the road map and depending on funds availability.
