Agriculture and water resources are two strategic sectors vulnerable to climate change and climate variability in Central America. The integration of soil and water conservation (SWC) techniques into small-scale hillside farming systems has been considered in recent strategies of adaptation. Several SWC techniques have been adopted by small-scale hillside farmers. The most frequently adopted techniques are those involving biomass management. Crop residue management, no-slash-and-burn and living hedgerows of several plant species are some examples.

The demand for energy across the globe continues to grow. Cities account for approximately two thirds of energy consumed worldwide and 70 % of the greenhouse gas emissions related to people. Energy prices have experienced nothing but growth for years now. Even in places where prices for electricity and heating appear low from a customer standpoint, subsidies actually end up footing the bill in many cases, which are in turn covered by national budgets that are funded by tax payers.

This policy brief emerges from a process of analysis of the status and quality of the public policies on climate change and development in ten Latin American countries: Argentina, Brazil, Chile, Peru, Bolivia, Ecuador, Uruguay, Colombia, El Salvador and Paraguay. It suggests that policies generated should have quality in the design, be implemented effectively, and guarantee institutional strengthening, greater awareness through social communication, and political and social support, for achieving its goals.
