El segundo capítulo analiza los enfoques de M&E existentes, mientras que el capítulo 3 ofrece un panorama general de los enfoques de M&E para la adaptación al cambio climático.

Participatory scenario development (PSD) is a process that involves the participation of stakeholders to explore the future in a creative and policy-relevant way. The International Institute for Sustainable Development designed and implemented two sets of PSD workshops in Mozambique, Ghana, and Bangladesh and remote assisted workshops in Ethiopia. As a result, this report presents the findings on approaches for identifying pro-poor climate-change adaptation options.The report makes the following recommendations for pro-poor adaptation in workshop countries:

It is crucial for international and national aspects of any forest conservation regime, programme and project to fully involve women, indigenous peoples and small farmers. This publication looks at the strategies of non-governmental and indigenous peoples’ organisations to reduce emissions from deforestation and forest degradation in Colombia, Costa Rica, Ghana, India, Indonesia, Kenya, Mozambique, Panama and Uganda. A scan of 13 Millennium Development Goal (MDG) country reports shows that gender equality concerns are inadequately mainstreamed. They are confined to Goal 3 (gender equality), Goal 5 (maternal mortality) and Goal 6 (HIV/AIDS). In turn, the rights-based language often used under Goal 3 is lost under other goals where women feature in their traditional roles as mothers and as victims. This is further confirmed by their absence under Goal 7 (environment) and Goal 8 (development cooperation).
