    To provide quantitative information for the debate on the burden sharing of the European Union target to reduce greenhouse gas (GHG) emissions in 2020 by 20 per cent, this report assesses the potential and costs for further mitigation of the non-carbon-dioxide (CO2) GHG emissions beyond the currently agreed policies. It addresses the non-CO2 gases included in the Kyoto protocol [i.e., methane (CH4); nitrous oxide (N2O); and the three F-gases: hydrofluorocarbons (HFCs), perfluorocarbons (PFCs) and sulphur hexafluoride (SF6).

    The demand for energy across the globe continues to grow. Cities account for approximately two thirds of energy consumed worldwide and 70 % of the greenhouse gas emissions related to people. Energy prices have experienced nothing but growth for years now. Even in places where prices for electricity and heating appear low from a customer standpoint, subsidies actually end up footing the bill in many cases, which are in turn covered by national budgets that are funded by tax payers.

    Fertiliser production comprises an important component of agricultural life cycle assessments where system boundaries are wide enough to include indirect emissions from agricultural inputs. Since fertiliser emission factors vary widely depending on production technology, it is preferable to use customised emission factors relevant to the particular plant from which the fertiliser under consideration was produced. Unfortunately, such information is rarely available.
