    The 2022-2023 CTCN Progress Report showcases how developing countries have harnessed the power of technology to forge their own path toward a sustainable future. During the reporting period, CTCN supported more than 75 countries and enhanced capacity building for climate technology development and transfer across the five systems’ transformation areas.

    This report aims to highlight and raise awareness about the exposure and vulnerability of the energy sector to climate change. It identifies adaptation options available to each source of energy generation as well as for the distribution and end use of electrical energy. The report focuses on electric power generation, its transmission, and its distribution. A second publication, "Guidelines for Climate Proofing Investments in the Electric Power Sector", provides a systematic project-level approach for assessing climate risk and climate-proofing investments in the sector.

    This report presents early research from a collaboration of Canadian and African researchers. It covers conflict prevention and resolution, migration, energy, health and food security. Recommendations made include calls for action at the national, regional and global levels. At the national level, increased awareness of development implications of climate and the building of climate change knowledge and capacity are recommended. Regionally, a coordinated and common African position is advocated.

    Mitigation and adaptation climate change policy cuts across all sectors of the economy and broader national priorities, such as poverty alleviation, sustainable development and economic growth. This paper outlines the evolution of the low-emission development strategies (LEDS) concept in the climate policy discourse and explores the existing strategies, action plans and documents.

    From the energy, transport and water sectors, 103 organisations have provided reports under the Adaptation Reporting Power (ARP) to Defra. The reports demonstrate that these organisations are assessing their risks from climate change and in many cases are well-placed to mitigate them. Nearly all of the 103 organisations who reported can be clustered together into nine sectors: aviation; electricity distributors; electricity generators; electricity transmitters; gas transporters; ports and lighthouses; public bodies; road and rail; and water.

    Due to the rising temperatures, population, urbanization and economic growth, the demand of cooling and air conditioning is steadily increasing. The “Green Cooling Network” was established in order to promote a dialogue between stakeholders from industries, policy, research and non-governmental organizations. The project aims to implement the Cancun decisions to build efficient processes and structures that serve to accelerate the technology transfer for mitigation and adaptation in developing countries.

    With the threat of increased disasters from climate change, many countries are already taking steps to reduce their vulnerability to weather and climatic hazards. This Briefing Note reports on case studies of eight countries where national and local governments and civil society have worked to strengthen their disaster risk reduction and adaptation actions.

    A key aim of the Norwegian Development Fund is to increase the adaptive capacity of marginalised rural poor farmers and pastoralists in the South.  The focus country of this project study, Ethiopia, has a legacy of variable and unpredictable rainfall, causing frequent droughts and heavy floods, undermining local as well as national food and water security.  The analysis in this paper is based mainly on interview data collected in two sites in Afar as well as insights from past studies in the region as documented in published literature.

This first chapter provides an introduction to the context and key terminology in the domain of climate change adaptation and indicators for M&E of adaptation. The second chapter discusses the existing approaches to M&E, while Chapter 3 provides a general overview of approaches to M&E Frameworks for Climate Change Adaptation.
