    The discussion on the potential synergies between adaptation and mitigation measures is therefore just only starting and the debate is all too often for political reasons reduced to a discussion of the costs of global adaptation versus global mitigation. A practical understanding of the link between adaptation and mitigation measures particular in LULUCF does not yet exist.

    Subsequent to the eruption of the Sufiere Hills volcano, Montserrat's socio-economic realities have been radically transformed. Added to the immediate risks are the long term risks associated with climate change. This paper identifies some of the key climate change issues of concern to Montserrat. It is not an adaptation strategy. It is intended, however, to set the stage for the development of a national climate change (adaptation) policy and action plan for Montserrat.
