Monitoring & evaluation (M&E) of adaptive management practises are processes, tools and techniques that systematically and periodically measure and analyse the processes, outcomes and impacts of adaptation programme activities to achieve the intended objectives. Monitoring is the routine collection and analysis of information to track progress against set plans and check compliance to established standards. Evaluation on the other hand is the systematic investigation of the merit, worth or significance of an object.

Climate change poses enormous financial challenges. The combined cost of mitigating and adapting to climate change has been estimated at several hundred billion U.S. dollars per year, of which the majority will have to be invested in developing countries. International and domestic climate finance is therefore essential to reducing climate risk and avoiding the worst impacts of climate change.

Rural, as well as urban, communities are increasingly confronted with the realities of climate change. Community based adaptation (CBA) supports communities in understanding the changes they face and take informed and appropriate actions that result in climate resilient development on an ongoing basis. Planning is an essential element of CBA because successful adaptation depends on ability to manage climate impacts, risks and uncertainty, which requires forward-looking and informed decision-making.
