The 2022-2023 CTCN Progress Report showcases how developing countries have harnessed the power of technology to forge their own path toward a sustainable future. This White Paper "Climate Mitigation and Adaptation with Eco-Village Development (EVD) Solutions in South Asia" analyses and presents climate-effects of EVD solutions, using existing cases from villages in South Asia. EVD combines village-level developmental planning with local sustainable solutions to give villagers climate-resilient supplies of energy, water, agricultural products, and other necessities and livelihood improvements, depending upon the choices of the villagers.

This case study was carried out in Chitral, Pakistan, and it focuses on local water governance systems and the local capacity to adapt to climate change. The present-day water governance systems (both community-based and government managed) are compared for functionality and good governance. The community-based system is then assessed to determine its ability to strengthen local capacity for adaptation to water stress.

Basing planned adaptation on autonomous community adaption is effective, targeted, and responsive to community needs.

Water storage is and will be a key strategy for climate change adaptation. One of the major impacts of climate change in the mountains will be on the availability of water. This, together with increased demand from a growing population for water for agricultural, industrial and domestic purposes, is likely to turn water into a major issue in the countries of Asia in the coming years. One way to address the growing gap between demand and availability of water seems clear: store more water when it is available in excess and release it when it is needed.

Increasing frequency, intensity and duration of severe weather events are posing major challenges to global food security and livelihoods of rural people. Agriculture has evolved through adaptation to local circumstances for thousands of years. Local experience in responding to severe weather conditions, accumulated over generations and centuries, is valuable for developing adaptation options to current climate change.

This paper provides a comprehensive overview of the fundamentals of community–based adaptation (CBA) efforts. To start, it develops and describes a framework on adaptation to climate change used as the basis for this research. The paper then defines the characteristics or principles of CBA and describes why it is an essential part of the adaptation process. Following this, it identifies the limitations of or constraints to CBA in practice, including the need to link CBA to the larger adaptation and development processes and discusses institutional arrangements for CBA.
