Bihar is India’s second largest producer of raw natural fibre or jute which is a major cash crop for 140000 local small farmers. However in jute growing districts the electrification rate is just 6 - 7% which means that small weavers cannot process the material locally. Only 10% of the jute crop is processed by the two large mills within the state. Limited storage also causes farmers to offload their produce to middlemen at the earliest opportunity reducing farmer profits by up to 2000 rupees (US$37) per ton.
CTI PFAN (Private Financing Advisory Network) is a multilateral public private partnership initiated by the Climate Technology Initiative. It seeks to identify projects that may be suitable for private sector finance at an early stage and acts as a coaching and investor matchmaking service to guide projects to bankability and financial close. Services are provided free of charge. REEEP has previously funded CTI PFAN’s establishment in Mozambique and Uganda and its subsequent scale-up in those countries and in South Africa.
Policies and regulations to promote renewable and energy efficiency are already in place in India issued by both Central and State Electricity Regulatory Commissions (CERC and SERCs) but the level of implementation varies widely and support from utilities is often weak. Civil society has the potential to act as a locomotive both pressuring and supporting regulators in implementing RE/EE programmes.
