Who Should Deliver Ratepayer Funded Energy Efficiency? A Survey and Discussion Paper

This report examines and compares the many different ways in which ratepayer-funded electricity efficiency programs can be administered and implemented. The report reviews approaches used in 14 states, the Bonneville Power Administration, as well as in Australia, Brazil, Norway and the United Kingdom.
