What Counts: Tools to Help Define and Understand Progress Towards the $100 Billion Climate Finance Commitment

This report describes how the question of progress toward existing climate finance targets has become a sticking point in post-2020 climate agreement. It aims to unpack the key variables in debates about "what counts", and it then proposes an approach to classifying climate finance that can be used as a starting point for analysis and interpretation.
