Energy efficiency and the relationship it shares with integrated resource planning in six U.S. states—Arkansas, Colorado, Georgia, Idaho, Ohio, and Oregon—is reviewed in this report. The goals and mechanisms used to reach those goals vary greatly in the case studies, and the authors explore how and why energy efficiency fits into each situation. With the analysis, the authors also offer suggestions to make programs more effective and allude to how to apply methods to other markets.
