This study estimates the technical potential for local distributed photovoltaics (PV) in California, and it assesses the associated costs and benefits. The study relies on the latest available PV cost data and entails a detailed assessment of PV interconnection potential at the distribution substation or feeder level. It finds a large potential for local distributed PV in California and three main impediments that must be overcome: potential interconnection issues, geographic development issues, and industry expansion. The study also identifies the economic and market potential of PV as a potential impediment but defers this issue to future study.
