There are about 43 billion m2 of existing buildings in China. However, the operating efficiency of the energy systems (such as the boilers, the air-conditioning systems, etc) are very low and the thermal performance of the envelope is bad, there exist great energy efficiency potential in the existing buildings in China. the State Council has decided to retrofit 150 million m2 of residential buildings and relevant heating systems in the heating zone of 15 provinces before 2010., The purpose of this project is to study the financing mechanism and business model based on the market to promote the energy efficiency in existing buildings.
