Research on Cogeneration Policy in Shanghai

This report provides an overview of the Shanghai municipal government's goal to increase its natural gas consumption through the development of clean cogeneration, also known as combined heat and power (CHP). This report summarizes the results of analysis by the Shanghai Energy Conservation Supervision Center (SECSC) on technical, policy and economic barriers to expand the use of clean cogeneration and recommends policy options for cogeneration development in Shanghai.
