Regulatory Recommendations for the Deployment of Flexibilty

This report focuses on flexibility from distributed resources—including demand side management—and it seeks to answer the question of how different actors can incentive flexibility. The paper first identifies flexibility services and relevant value chains and then discusses the commercial and market arrangements needed to facilitate improved system flexibility. Finally, it provides recommendations for policymakers and stakeholders to remove regulatory barriers and incentivize the uptake of flexibility from distributed resources.
