The Renewable Energy Development Project (REDP) aims to create an enabling environment, build capacity, mobilize resources, and catalyze investments in the off-grid solar and on-grid wind sectors in China to increase energy access in rural areas. This report finds that the project was effective in removing barriers to large-scale commercialization of photovoltaic technology, though its impact on wind energy development was limited. The report provides policy recommendations such as conducting market studies and best practices in subsidy formulation.
