The offshore wind has distinct industrial and political development requirements, and according to this report, EU institutions must develop regulatory framework conditions that encourage industry, sub-suppliers, researchers, developers, grid companies and planning authorities to actively participate in developing and deploying offshore wind technology. This paper examines the policy environment needed for the deployment of offshore wind.
