This report reviews four energy efficiency programs for low income households: (1) the Brazilian Electricity Public Benefits Fund, (2) the Programme for Biomass Energy Conservation (ProBEC) in Southern Africa, (3) the United Kingdom’s Fuel Poverty Strategy (especially the Warm Front Scheme) and (4) the United States’ Weatherization Assistance Program. The report gives an overview of the case examples analysed before summarizing the lessons learned from the review.
